The post analyzes the market reaction to the US midterm elections: investors are reassessing the timelines and costs of AI projects due to a possible change in political control over Congress, leading to declines in futures, Treasury yields, and weakening of the dollar.
US midterm elections on November 3 turned into a test of the resilience of the market structure that all year had relied on expensive technology stocks, large-scale investments in computing infrastructure and expectations of continued business-friendly tax policy. Already on the morning of November 4 in the Asian session, US futures were declining, Treasury yields were retreating, and the dollar was losing ground. The reason is not reducible to investors’ party sympathies. The assessment is changing of the probability that future projects, subsidies, tax provisions and construction permits will be implemented on the previous timelines.
What is actually known by the morning of November 4
According to Reuters reports on November 4, Democrats achieved important victories in Senate elections, and markets had priced in the probability of a change in control of Congress. At the same time, the agency’s initial reports separately emphasized that the final breakdown could still be clarified. Therefore, the consequences should be assessed not as an accomplished change in all economic policy, but as a reassessment of the distribution of powers. Reuters recorded a decline in futures on US indices, strengthening of government bonds and weakening of the dollar. In a later report, the agency pointed to a drop in ten-year yields by six basis points to 4.906%. It is important not to turn this instantaneous market snapshot into a universal price of the day: quotes change during the session.
The day before, on November 3, the S&P 500 added about 0.36%, the Nasdaq Composite rose by about 0.83%, and the Dow Jones fell by 0.38%. This is an especially telling combination. The market had already bought back part of the decline in technology companies before clarity on the voting results. This means that the overnight decline in futures occurred against the background of already existing vulnerability in the valuation of the AI sector, and not in an absolutely neutral market environment.
How political news turns into financial news
The first link in transmitting the shock passes through expectations of regulation. Permits for building data centers, access to power grids, environmental requirements, electricity costs and oversight of large digital platforms can change the payback timelines of investment programs. Government control here does not mean an automatic ban on AI. It means that investors must factor in a wider range of timelines and costs.
The second link concerns the budget. Congress sets the terms for adopting tax laws and spending, but the executive branch retains significant powers. Therefore, a divided-government scenario is not equivalent to an immediate reduction in the budget deficit. Even in political confrontation, mandatory spending and debt service remain. The market reaction at the long end of the curve will depend on whether participants revise their forecasts for net borrowing and inflation.
The third link passes through the risk premium. If the valuation of future cash flows of AI companies depends on a high speed of infrastructure construction, even a moderate project delay can noticeably reduce the present value of expected profits. There is no need to forecast a drop in revenue tomorrow. It is enough to increase the discount rate, reduce the terminal multiple or lengthen the payback period.
Which assets will be at the center of the reassessment
In the technology sector, it is necessary to distinguish between accelerator manufacturers, cloud operators, electrical equipment suppliers and data-center developers. For Nvidia, AMD and memory manufacturers, actual orders for equipment matter. For infrastructure operators, the cost of financing, availability of land and electricity, and the schedule for commissioning capacity are critical. For regulated energy companies, increased demand may mean investments, but does not guarantee proportional profit growth: tariff commissions and capital expenditures determine the outcome.
For Treasuries the reaction is more complex. Short-term demand for defensive instruments lowers yields. However, a tougher budget confrontation, the risk of delayed decisions on the debt ceiling or changes in inflation expectations can later restore the term premium. Strong bond growth on the first night is not proof of a sustained decline in Fed rates.
The dollar simultaneously reacts to yields, relative growth rates and demand for liquidity. With a moderate decline in US rates and no global panic, USD can weaken against the yen and franc. In a full-scale flight from risk it can strengthen again as a funding and settlement currency. For EUR/USD, the comparison of the trajectories of the Fed and the ECB matters, not only American policy.
Crypto assets and the banking sector are sensitive to changes in regulatory expectations, but differ in mechanism. Cryptocurrencies reflect the risk of legislative revision and the mood of speculative capital more quickly. Banks also depend on the yield curve, credit losses and capital requirements. The general label “political risk” conceals different economic channels.
Three scenarios and criteria for their cancellation
Base scenario for two to four weeks: the initial political shock gradually gives way to corporate reporting, rate dynamics and actual appointments of committee heads. In this case, high intra-sector dispersion is possible: stable equipment suppliers look stronger than projects with uncertain financing. Cancellation criterion: specific legislative initiatives or state decisions that quickly change permitting procedures and budget prospects.
Negative scenario for one to three months: political confrontation coincides with a drop in infrastructure orders, tighter credit conditions and higher cost of capital. Then the AI reassessment spreads to industrial supply chains, energy equipment and corporate bonds. Verifiable signs: postponement of capital programs, widening credit spreads, downgraded supply forecasts and growth in the share of cancelled projects. If these signs do not appear, the large-scale negative hypothesis loses its basis.
Alternative positive scenario: elections eliminate uncertainty, the actual regulatory agenda turns out to be softer than feared, and lower yields support multiples. Confirmation requires more than a one-day Nasdaq rebound. Stabilization of credit spreads, preservation of corporate forecasts and restoration of market breadth are needed. Cancellation of the scenario occurs with a new wave of construction restrictions or a decline in the profitability of infrastructure projects.
What matters more than the political headline
A professional investor must separate election results from subsequent legislation, and market reaction from the fundamental value of the business. First of all, it is worth monitoring the official count of seats, the composition of committees, draft laws, the dynamics of ten-year Treasury yields and spreads of technology issuers. Even more important is to compare these signals with actual orders for chips and investments by cloud platforms.
The vulnerability of the American market lies not in the fact that one party received more votes, but in the fact that a significant part of capitalization rests on several interconnected investment premises. Politics can change the speed of their implementation. But the final verdict will be delivered by profits, cash flows and the cost of financing.
